Diane, the only prisoners that I've learned from Peter Bertucci, of the St. Bartolomeo Society in New Orleans, are the political prisoners during World War II, because they disagreed with Musolini. One was his son-in-law. According to Peter, he taught school. These prisoners were not criminals, they lived in houses next door to thenatives and contributed to the cuisine because they brought recip es from all over Italy and shared them with the natives. They may have had a curfew. You can get more info on this topic from Chris Caravella.
